Management of state supervision over compliance with requirements of regulatory and technical documents and product quality (the Department) is part of the Agency on Standardization, Metrology, Certification and Trade Inspection under the Government of the Republic of Tajikistan.

In its activities the Office is guided by the laws of the Republic of Tajikistan "On Standardization" and "On Assurance of Measurement Uniformity", "On certification of products and services," "The quality and food safety", "Consumer Protection", "On technical regulation" regulations of the Republic of Tajikistan, the Government of the Republic of Tajikistan, Provision Tajikstandard, instructions and orders management Tajikstandard.

State supervision over compliance with requirements of technical standards and product quality, as well as compliance with the rules of mandatory certification in the Republic of Tajikistan by meeting the requirements of technical standards officers - state inspectors on supervision of product quality.

State supervision over compliance with requirements of normative and technical documentation is carried out at all stages of the development of standard documentation, training, production, manufacture, sale (the supply, sale), operation (use), storage, transportation and disposal of products, as well as during the work and services.
Planning and organizing work on state supervision by the Office in view of the law.

Management has the authority in the established field of activity:

· Implements the state policy in the sphere of technical regulation and standardization in the Republic of Tajikistan;

· Subject to international standards of rules and recommendations for standardization;

· Performs state supervision over compliance with requirements of technical standards and compliance with the rules of mandatory certification to ensure the safety of life, health and property of citizens, environmental protection, interoperability and competitiveness, the unity of methods for monitoring and labeling, consumer protection and public interest;

· Participates in joint inspections with other executive agencies in improving the procedure of conformity of consumer goods and services requirements;

·  Participate in the examination and approval of national and interstate standards;

· To prevent and suppress violations of the normative and technical documentation requirements for the product and the legislation of the Republic of Tajikistan and other regulations of all business entities regardless of ownership;

· Enhancing the quality of products

The main function of the Office of the State Supervision:

· Participation in defining and implementing a unified state policy in the sphere of technical regulation;

·   Participate in the formation and implementation of technical regulations and harmonized interrelated documents;

· Involvement in coordinating the development of technical regulations;

· The formation of commissions to develop harmonized documents;

·   Develop current and future plans of state supervision, taking into account the maximum coverage of all enterprises regardless of ownership;

· Carrying out state supervision over the observance of technical standards at all stages of product life cycle from design to disposal;

· Participation in self-supporting work on accreditation, certification, and various kinds of trials and other types of work within its jurisdiction;

· To provide guidance to regional offices Tajikstandard;

· Implementation of organizational and methodological assistance to sponsored enterprises at all stages of production in the field of standardization, standardization and certification.    

In order to increase efficiency in preventing and combating crime in the area of quality management can conduct its work in cooperation with law enforcement authorities of the Republic of Tajikistan and other executive bodies and public organizations of the republic on the basis of current legislation of the Republic of Tajikistan.

The objects of state supervision of standards are:

· Products, including the subject of certification;

· Regulatory and technical documentation for the products;

· Production processes and product testing.






The subjects of the state supervision of standards are:

· Legal entities and individuals involved in entrepreneurial activities without forming a legal entity, regardless of departmental subordination and forms of ownership (the subjects of state control). 

The Office comprises the following divisions:

·   Department of State supervision over compliance with requirements of technical standards and product quality in the engineering and heavy industry;

·   Department of State supervision over compliance with requirements of technical standards and product quality in the agricultural sector (agriculture);

· Department of State supervision over compliance with requirements of technical standards and quality of consumer goods (FMCG);

· Department of standardization and registration of normative and technical documentation.
