Office of metrological traceability and accreditation (the Department) is part of the Agency on Standardization, Metrology, Certification and Trade Inspection under the Government of the Republic of Tajikistan (Tajikstandart) and directly subordinated to the Deputy Director in charge of metrology.

The Office comprises three divisions:

·                   ·          Department of State supervision over the state and the use of measuring instruments;

·                   ·         State Department of verification and calibration of measuring instruments, which consists of 4 sectors:

o    sector radioelektromagnitnyh measurements (radio measurements, measuring time and frequency, electrical measurements, measurements of resistance, inductance, capacitance and Q);

o   sector of mechanical measurements (mass, strength and hardness, motion parameters, flow and volume);

o    sector thermal measurements (measuring pressure, vacuum, liquids and gases, the density and viscosity, temperature and thermal measurements, physico-chemical, optical and opto-physical measurements);

o   sector of geometric quantities (linear-angular measurements of gas analysis, flow rate);

·           Department of accreditation of certification bodies and testing units.

  
 
The Office is headed by a Chief who shall appoint and dismiss the Director Tajikstandard. Head of Department is responsible for all activities of the Office. The structure and size of the control is determined taking into account the objectives and functions under these Regulations, and approved by the Director Tajikstandard.

State supervision, control and operation of accreditation of certification bodies and test units by the Division, led by the Office of experts - the heads of departments.

Head of the Department are personally responsible for implementation of the division of tasks and are guided by the present Regulations.

In its activities the Office is guided by:

·           By the Constitution and laws of the Republic of Tajikistan, Presidential Decree, decrees of the Government of the Republic of Tajikistan, the regulations of the Republic of Tajikistan, international legal acts recognized by Tajikistan, the situation Tajikstandard, orders and directives of the Director Tajikstandard and these regulations;

·           Laws of the Republic of Tajikistan "On Standardization" and "On Assurance of Measurement," "On Certification of Products and Services", "Consumer Protection" and "On Energy";

·           Decisions of the Government of the Republic of Tajikistan;

·        RD RT 50-014-2004; "nomenclature standards and working means of measuring instruments subject to state verification. Frequency of verification ";

·         OL 50.2.009 "Procedures for testing and type approval of measuring instruments";

·        ST RT 5.7-2005 "General Requirements for metrological services and their accreditation procedure";

·         ST RT 5.4-94 "Accreditation of testing laboratories (centers). Main Principles ";

·       ST  RT BS ISO / IEC 62-2005 "General requirements for bodies operating certification of quality systems evaluation" and product certification ";

·       ST  RT BS ISO / IEC 17025-2005 "General requirements for competence of testing and calibration laboratories";

·        Job descriptions, instructions and orders of the leadership Tajikstandard and these Regulations.

    

The main objectives of the Department are:

·      Ensuring the unity and the required accuracy of measurements, increase the level and development of measurement techniques, testing, monitoring at the enterprises and organizations of the Republic of Tajikistan;

·      Providing guidance, coordination and implementation of work on metrological support of production, testing and maintenance of measuring instruments manufactured by the enterprises of the republic;

·      Control over the introduction of modern methods and means of measuring, testing and monitoring, as well as the corresponding calibration of equipment at enterprises and organizations;

·      Establishment of standards for the state system to ensure traceability (ICG), in accordance with the plans of the state of standardization;

·      Carrying out state testing of measuring instruments;

·      Metrological examination, projects, standards and technical regulations, major projects, products, technology and design documentation;

·      Analysis of the conformity assessment activities of certification bodies, testing laboratories (centers) to the requirements of national, interstate and international regulations, standards and other regulatory and legal acts adopted in the Republic of Tajikistan;

·      The provision of independent expert assessment of technical competence of organizations applying for accreditation as a calibration bodies, certification and testing laboratories;

·      Examination and development of regulatory documents for maintaining and improving the accreditation system of the Republic of Tajikistan;

·      Training and skills development and training of experts in the field of standardization, metrology, certification and accreditation.
