·           Visit the sites that are operated, manufactured, repaired, sold, or stored contain or instrument works on the accreditation of certification bodies and testing laboratories (centers), regardless of their subordination and forms of ownership of these facilities;

·           Check whether the use of measurement units permitted for use;

·           Checking of measuring instruments to check their compliance and conditions of use and compliance with the approved type of measurement;

·           Check the use of certified measurement techniques, the state standards used for calibration of measuring instruments;

·           Check the number of products disposed in the commission of trading;

·      Take samples of products and goods, as well as packaged goods in packages of any kind to   supervise;

·           Use the facilities and attract personnel of the object that is subjected to metrological control and supervision.



    

 In identifying violations of metrological rules and regulations and accreditation, and state inspector gospoveritel have the right:

·       Prohibit the use and production of measuring devices not approved type or not relevant to the approved type, as well as nepoverennyh;

·       Extinguish poveritelnoe stamp or cancel the certificate of verification in cases where the measuring tool gives incorrect readings or expired Calibration interval;

·       If necessary, withdraw the instrument of exploitation;

·      To submit proposals to deprive the permission to manufacture, repair, sale and rental of measuring instruments in cases where the requirements for these activities;

·      Provide mandatory requirements and set deadlines to eliminate violations of rules and regulations of Metrology and Accreditation;

·      According to the inspection control to suspend or revoke the certificate of accreditation.



Gospoveritel has the right to charge in the prescribed manner and amounts, fees for state verification of measuring instruments and for other services rendered to enterprises, organizations and institutions.

State verification must provide for storage and maintenance at the appropriate level of initial model of measurement (IDSS) and the transfer of their dimensions of physical quantities working measuring instruments on the basis of verification schemes.

State inspectors and gospoveriteli exercising state control and supervision, and must strictly observe the laws of the Republic of Tajikistan, as well as the provisions of regulations to ensure uniformity of measurements and the state metrological control and supervision.

For failure or improper performance of duties, abuse of authority and for other violations, including the disclosure of state or commercial secrets, state inspectors and gospoveriteli may be prosecuted in accordance with the laws of the Republic of Tajikistan.

Complaints about the conduct of government inspectors and gospoveriteley served in the 20 - day period from the date of their decision to the authority of the state metrological service, which they are directly subordinate to, or higher authority. Complaints are reviewed and decided on within one month from the date of filing the complaint.

Actions by state inspectors and gospoveriteley can be duly challenged in court.

Appeal against actions of state inspectors and suspend the implementation of gospoveriteley their prescriptions.

State inspectors, carrying out work on the accreditation of certification bodies and testing laboratories (centers) are responsible for:

·      Compliance with all rules and regulations for accreditation;

·      For the accuracy and objectivity of the assessment requirements of accredited entity for the works done;

·   For the correct application of labor and the timing of the accreditation (of work).

State Metrological Service and metrological services of legal persons in TAJIKISTAN

 According to Article 8 of the law "On ensuring the unity of measurements" structure of the metrological service of the republic consists of the state metrological service and the metrological services of legal persons.

           In the state metrological service, led by the competent authority of the Government of the Republic of Tajikistan (Tajikstandart), includes the state metrological service agencies in the Gorno-Badakhshan Autonomous Oblast, oblasts, districts of republican subordination and Dushanbe.      Metrological services of legal persons.

        National authorities of the Republic of Tajikistan, as well as businesses, organizations, institutions are legal entities created as appropriate in due course metrological services to perform work for the unity and the required accuracy of measurements and for metrological control and supervision.

Rights and obligations of metrological services are determined by regulations approved by the authorities of the state metrological service in the manner established by the authority of the Government of the Republic of Tajikistan.
