About us
The structure of the Agency on Standardization, Metrology and Certification includes:
· Tajikstandart (National Authority);
· 2 Regional Centre for Standardization, Metrology and Certification;
· 2 of the regional administration for standardization, metrology & certification
· 11 regional testing centers (certification test).
Standardization
Currently, the Republic of Tajikistan has developed the following structure of agencies and services standardization
· Tajikstandart and its territorial bodies;
· The Committee on Architecture and Construction under the Government;
· Ministry of Nature Protection;
· Ministry of Health;
· Service of Standardization in the Ministries, departments, enterprises;
Inter-State Technical Committees for Standardization, members of which the Republic of Tajikistan.
Standardization activities in the country based on a legitimate basis.
Legislative and legal framework for standardization activities in Tajikistan are:
-Laws of the Republic of Tajikistan "On Standardization", "Consumer Protection", "On Assurance of Measurement," "On certification of products and services," "The quality and food safety."
Standards of State Standardization System of the Republic of Tajikistan;
-Interstate Agreement on the Uniform Policy on Standardization, Metrology and Certification of March 13, 11 992 years (from CIS);
-The basic standards and other documents of the interstate system standardization;
Standards and specifications for businesses.
One of the main problems with this is the harmonization of technical documentation with international and regional standards and the creation of technical regulation and standardization based on the requirements of the World Trade Organization Agreement on Technical Barriers to Trade. The main aspects of standardization in the Republic are aimed at:
-Security;
-Environmental protection;
-Warning and emergency response;
-Defense;
-Unity of measurements;
-Quality assurance;
Technical and informational compatibility;
And Resource.
Tajikstandart as the National Authority for Standardization represents the interests of the Republic of Tajikistan in international standardization organizations.
Metrology
Legal framework for ensuring unity of measurements in the Republic of Tajikistan are determined by the Constitution and the Law "On ensuring the unity of measurements."
State management activities to ensure uniformity of measurements in the Republic of Tajikistan is Tajikstandart.
The structure of the Metrological Service of the Republic of Tajikistan consists of the state metrological service and the metrological services of legal persons.
In the state metrological service, led by Tajikstandart, are organs of state metrological service Sogd, Khatlon and Badakhshan, Regional Office for Standardization, Metrology and Certification. By the metrological services of legal persons include metrological services of public administrations, enterprises and organizations of the republic. The regulatory framework of state system of measurement is complex (funds) regulations, which include interstate and state standards, other normative documents regulating the order of transmission of measurement units the size of the whole territory of Tajikistan and the order of testing, verification and calibration of measuring instruments. Metrological basis of all efforts to ensure the uniformity of measurements in the Republic is the State standard base, which includes the original model of the instrument and set the highest accuracy. Tajikstandart carries out the state metrological control and supervision.
State metrological control shall include:
-Testing and type approval;
-Calibration standard and working means of measurement;
-Licensing of businesses and individuals in the construction, repair, rental and transfer of measurement.
State metrological supervision is carried out:
Due to the release, the state and use of measuring instruments, unit standards, certified methods of measurement, compliance with metrological rules and norms;
Of the amount of goods disposed in trading;
Of the number of packaged goods in packages of any kind in their packaging and sales.
The main objects of state control and supervision are:
Unit quantities;
-Measuring instruments, standard materials of composition and properties of substances and materials, measurement systems;
-Measuring techniques;
-Personnel carrying out activities to ensure unity of measurements;, other facilities and activities, which are presented metrological requirements that are binding. For storage and transmission units and physical quantities is the original model (standards) and Precision over 3-thousand units. State metrological control and supervision exercised in order to verify compliance with the metrological rules and regulations apply to:
-Health, veterinary medicine, environmental protection, labor safety;

-Testing and quality control in order to establish the statutory requirements of state standards of the Republic of Tajikistan;
-Mandatory certification of products and services;
Measurements conducted on behalf of law enforcement and judicial bodies, state bodies of the Republic of Tajikistan;
Check-In sports, national and international records.

Certification of products and services
In Tajikistan, certification is carried out in order to protect consumers' interests in matters of food safety for life, health, property, environment, information compatibility and interchangeability of products, proof of quality products to create conditions for enterprises and entrepreneurs in a single product market of the Republic, as well as to participate in international economic, scientific and technical cooperation and trade. Relations in the field of certification and mandatory confirmation of conformity of products and services are regulated by the regulatory requirements of the Republic of Tajikistan "On Certification of Products and Services" and issued in accordance with laws of the Republic of Tajikistan.
The certification system was created to organize and work on mandatory certification of products and services and provide the necessary level of objectivity and reliability of the certification.
The organizational structure of the system consists of:
-State (national) certification body - Tajikstandart;
Certification bodies, of similar products;
-Testing laboratories (centers).
Tajikstandart the following functions:
-Forming network of the Certification of testing laboratories (centers), and manages directly;
-Conducting state registration of certification bodies and testing laboratories (centers).

Rules for the certification in the Republic of Tajikistan;

Tajikstandart is in the prescribed manner the Republic of Tajikistan in international (regional) organizations for certification. Conditions of entry of imported products subject to compulsory certification, provide a certificate of compliance certifying product quality and safety. Foreign certificates of conformity for products can be recognized by the Republic of Tajikistan in accordance with international and interstate agreements. On the basis of such agreements by the certification issued a document of recognition. Documents on the recognition of the conformity certificate shall have legal force, along with a certificate of conformity of the Republic of Tajikistan.
The general procedure for the recognition of foreign certificates of compliance set by the national certification. State control and supervision over the observance of rules of mandatory certification and certified products in the circulation of commodities in the commodity market of the Republic and in the provision of services subject to mandatory certification is carried out within its competence, the national certification body entrusted with the public and oversee the quality and safety of products and services. Nomenclature (list) of products and services (works) subject to compulsory certification in the Republic of Tajikistan developed by state executive bodies, approved by the National Certification Body and approved by the Government.
Accreditation of calibration and test departments. Tajikstandart is the national body for accreditation of testing and calibration laboratories, centers, and certification bodies of similar products. Since 1997, the Republic put in place a unified system of calibration and test departments. Over the period of accreditation systems of calibration and testing laboratories accredited in the Republic:
-9 Certification bodies;
-23 Labs are accredited for technical competence and independence;
-101 Laboratory accredited for technical competence.
Total for the Republic of accredited 133 labs.
