Supervision of cotton and silk industry

     Inspection of the testing, certification and quality control of cotton and silk products of the Agency on Standardization, Metrology, Certification and Trade Inspection under the Government of the Republic of Tajikistan Tajikstandart established by Government of the Republic of Tajikistan in 1999.

The work is guided by Cotton inspection laws of the Republic of Tajikistan, Presidential Decree, decrees, orders, instructions of the Government of the Republic of Tajikistan, managerial, regulatory and other legal documents, acting on the territory of the Republic of Tajikistan, is an industry supervisory body of agroindustrial complex of the republic.

The subject of the main objectives of the Cotton and Inspections are an organization of state control over the quality produced, harvested, sold the cotton and silk production, planning and coordination of work on standardization of cotton and silk production, the state (industry) control over compliance with the standards, specifications, technical manuals, operating modes and normative-technical documentation.

The functions of the Inspectorate is the Cotton-production of scientific and technical production, design, cotton plants, making ecological passports of cotton plants, determination of maximum allowable dust collecting passports and drafting machines, control systems, aspiration, an arbitrage certification and testing of cotton and silk products, participate in the development and implementation of state development programs, cotton and silk, providing a unified science and technology policies in these areas, regardless of affiliation and forms of ownership, production standards, the samples on a cotton and silk products and other activities not prohibited by the laws of the Republic of Tajikistan.

    Cotton Inspection under the laws of the Republic of Tajikistan has the right:

·      Free access to all the companies involved in logging, processing, storage of cotton and silk products, regardless of departmental subordination and forms of ownership, to make acts of inspections;

·         Monitor the storage of cotton and silk products when entering the harvesting or collection points, the observance of technological regimes of processing of raw cotton and cocoons, storage, labeling and packaging of cotton and silk products;

·         Verify the correctness of design documentation that certifies the quality of cotton and silk production (quality certificates), the existence and condition of the normative and technical documentation;

·         To control the technical equipment testing laboratories to determine the quality of cotton and silk products.
   

Cotton Inspection in accordance with its mandated functions and   major tasks may:

·         Make regulations and give binding orders to eliminate violations and with laws, regulations, standards and regulations establishing the procedure for the operation of processing and other enterprises cotton and silk industry;

·         Make regulations and issue written orders to prohibit the implementation of proven production lots in identifying evidence of deviations from regulatory requirements and inconsistencies of quality indicators specified in the accompanying documents, the actual quality of the product;

·         Prohibit the processing of raw cotton in the absence of stability conditions of production, systematic violations of regulations and technological regimes, leading to the production of products with deviations from the standard requirements and (or) outputs of established norms;

·         To apply economic sanctions for sales of products released with deviations from regulatory requirements, or for the implementation without re-checking earlier in the illicit production;

·         Carry out processing of the control of parties to determine the yield (the commission);

·         Make the executive authorities and local law enforcement proposals on bringing the perpetrators to justice, as well as measures to prevent the release of poor-quality cotton products;

·         Getting in the prescribed manner by the statistical authorities, ministries and agencies engaged in harvesting, processing and trade of cotton and silk production report data on quality and volume harvested, processed and supplied products;

·           Take samples of products for enterprises, regardless of departmental subordination and forms  of ownership for analysis and testing to the requirements of normative documents, with such costs of tests and trials at the expense of those firms, which have been sampled;

 

Those responsible for violations of the requirements of legislative, regulatory and legal acts, standards and norms governing the functioning of the cotton and silk goods, must in due time to remove them and notify the authorities that issued the order.

Regulations issued by the Inspector of Quality Supervision cotton and silk production, within its competence are obligatory for all enterprises and organizations irrespective of their departmental subordination and forms of ownership.
